All you basicly have to do is go in any lobby you want and type in chat /registerreports. Click on the given link and make an account, from there on you can report every rule breaker you see. To report a hacker you need to provide video evidence that's under 5 minutes. Some good recording softwares are:
- OBS
- Fraps
- Bandicam
