If you're an emerald rank, you can do /fly and you will start flying ;)

The reason why you can't fly in pre game lobby's is due to the flying having to turn off. So you aren't able to fly in the game.
It's quite useless in my eyes, due to you being able to fly in the lobby already.

And personally I dont think this is needed, you only have to wait a few seconds in the lobbies, it would be cool I guess, but it has definately no priorities due to it bein pretty useless.
