Brewing Upgraded potions BROKEN?

The quest "Alchemist" requires a "Brew Upgraded Potions 0/250" milestone.
As stated in the quest description Upgraded Potions are brewed with Glowstone Dust.

My problem is that all the potions I combine with Glowstone will turn in an upgraded version of its self, but won't count towards the quest milestone.

Am I missing something, like the correct brewing recipe? Or is the quest milestone broken?
