My first reaction was no, absolutely not. I was not the only one to think that (as you can see in the comments of that thread)
But after I read some comments of people,and though about it a little more, I came up with my own idea that's kinda similar but also not, I will explain:
The idea behind the thread was that players get points or coins for reporting hackers. But, maybe, maybe not a reward in-game, but a reward that makes it easier to record hackers or something in that direction.
For instance if you have more than a thousand successful reports and 99% of your reports are actual hackers, you could get the power to prematurely ban the hackers before posting the report on forums and Youtube, to save some time and effort.
EDIT: Of course, when players abuse this system by first having banned 1000 hackers and then falsely banning innocent players, they will lose their power, obviously.
Also, this is just an example of a "reward" that makes it easier to record/ban hackers obtained by banning hackers, there could be more options.
