Angler Master (Side Quest)

So, I'm having trouble with Angler Master right now. Partner and I fished in the Extreme Hills when the quest unlocked since Clownfish are locked out of the jungle island, and we got every fish without a single Clownfish. Anyone know which islands you can catch them on? We're not sure if it's any island before jungle or if we just had extremely bad RNG

For me, it took like 2 hours and I completed it on the oak forest island (started island).
