In 1.13 every time than a player upgrade a generator, or broke a egg all players get a amazing lag.

yeh its just a problem with a lot of servers having lag for various reasons in 1.13 right now, whenever we get optifine and servers that are better optimised for 1.13 it will get a lot better, for now though I think its just better to use 1.12.2
It's best to just get the preview version of optifine for 1.13 (Some textures may be glitched, but it's better than nothing)

An example of the server problem I was talking about. You can see the ping mismatch between my client and what the server says. If I was actually lagging, the ping number on my client would be much higher. The ping spike happened after playing a few matches in the server, which makes it impossible to have a long session without lagging or having to relog.
