What exactly is it and how do you get it?

Optifine is an optional content pack, called a "mod". What it does is it boosts your framerate, and adds features like zooming in on places, and also super-longer render distances (How far you can see).

Also, you can get it here: optifine.net
Go to dowloads and click at the version you want to install.
When you dowloaded it, click on the file, open it and click "Install"

OptiFine is an optional content pack, called a "mod", like LabyMod and 5zig Mod.
OptiFine boosts your framerate, decreases lag spikes and allowed you to zoom in on places.
