What forum should I report not a bug but intentional design making something impossible or extremely difficult, for example, in lobby parkour, a carpet taking a hitbox of a full block

that's not really something you report, its something you put on a feedback&suggestion or game discussion forum

A bug implies it is something the developer did not intentionally implement or program into their game. If you believe the developer intentionally added something that you would like to be remove, you could leave a suggestion if nobody else has already.
