Does an advertise bot still needs to be warned?

Hello,
I've noticed that there are a lot of advertise bots recently.
But do they still have to be warned before you report them?
If they are real people they probably won't read it because they switch lobby right after they advertise.

If they advertise a server with a given IP, no warnings are needed.
