CCleaner deletes junk files but if you mean pictures programs and stuff youll need to do it yourself

Just search for "factory reset" for your version on Google. Or the easiest way would be to just buy a Hard Disk with a compatible version of Windows/any other OS, and just replace it with the hard disk already installed.

Factory Reset :D nah you might not want to do that so start with cCleaner then manually clean up the junk yourself. If you don't care about anything on hat computer a factory reset might be the easiest way to go.

If the computer is really old and and hasn't been used/started up in a few years or somewhere along that line, you should just reformat it with a recovery disk as the amount of updates on windows will kick in and eventually kill the computer with the lag. Also, windows should have a file cleanup by default, just go to the search bar and type in disc cleanup, it should popup, that cleans all unnecessary files on your computer, including old and temporary files that hasn't been used in a very long time.
