But the builders build stuff, they don't moderate the server.(unless they are both mod and builder)

The job of being Builder is to make Maps and Builds, not banning and kicking people! :)

Well... they applied for Builder becaue they wanted to Build Maps and not Moderate / do reports.
Even if they wanted to become a Moderator they will probably have to fill in the Helper Application aswell.
Same goes for the Developers, if they want to ban people they should apply first Helper first aswell.

As said above, builders do not have the ability to kick, ban/mute players. They 'create' the server for everyone to play on :)
