Coding How do you make a cheap server?

hey im taking about a server for about 10 people at one time.... does anyone have any ways to create a minecraft server that is cheap? are there such thing as servers that you pay once and then you dont have to pay again?
oh and how do you code? im talking about just simple coding, not 2 complex.
If anyone can give me imput on this, that would be great. youtube hasnt helped me either, and wiki confuses me.

jinjo told me just to rent one from halo, but i want one to keep and that is really cheap.

Isn't it the plugins you have to pay for, not the server?

You can host a server on your computer and you don't have to pay anthing, but you have to know how to port forward so others can join.

I got my own MC server, and my own Terraria server. I port forwarded. I upgraded my MC server, it now uses Bukkit. Thats easier to install Plugins.
