No, you cannot. You wait until your friend gets unabanned or make an appeal or try to PM the mod/admin who banned your friend.

If he got banned that is his fault for breaking the rules. If he bought a Rank then he should have known the server rules. If they transferred it it could just be an Alt account and he should have to pay again for trying to bypass the system of rules he originally broke.
