most servers have rules vs this and this is a recommendation for here to, a rule and make it reportable: hackusating it can get 1. very annoying and 2. hackers will be harder to catch as they will be more careful and 3. its very demoralizing to be called a hacker when you werent hacking at all

I honestly don't think a rule against hackusating is needed. If someone keeps doing it enough after being told to stop then they can be reported for spam. Even if someone is hackusating someone who is actually hacking, it's not like the hacker is gonna suddenly turn the hacks off just because they were called out. So someone can still have a chance to get video evidence and report them. :)

Also, I take hackusating as a compliment and 9 times out of 10, they won't actually report you. They are just trying to scare you.
