If you go to the helper site, you can see that you're able to apply for it whenever you're 14. And you shouldn't lie about your age.

You need to be 14 years old to apply for a helper.

As mentioned above, the minimum age requirement has been changed up a lot in the past. It used to be 13 back in the day, then it was increased to 15 and after a while reduced to 14. Currently, the age limit is 14. You can view the minimum requirements here and take a look at the Helper FAQ here.
