Honestly the question of knowing what VIP level a player is looks... quite off. The game is not about what you can afford with money, but rather fun and community.
Levels should be something to talk about when it comes to how much a player has been playing games and experience overall they naturally acumulated. Cosmetics should be something to display and show something diversified around, and naturally would appeal to players. If players also like the different minigames, they'll find themselves get the different ranks naturally the best they can afford them.
There is a logic behind VIP level in order to maintain servers costs, but this should not be at the cost of players perception of what makes a game fun to play together.
