Why are LabyMod reports not accepted?

Recently I reported a player for evading the swear filter in chat. The report was denied for "not accepting labymod reports". I would like to know why LabyMod reports are not accepted. I understand that names are editable in LabyMod, however when a name has been edited it shows a pencil symbol at the end of the chat message. In my report there was no pencil at the end of said message, meaning the player's name was genuine. Why was this report denied, and why are other LabyMod reports denied?

Probably because that pencil is easier to falsificate than falsificate an entire name, I'm not sure though

You can edit out the pencil in software so it doesn't show up at all in game and can easily report that way, so staff decided better safe than sorry with false reports
