when can you unlock the hidden quest

so i found the hidden quest and want to show my friend on his island how to get it but it does not work on his island
do you have to be on the last island to unlock it or is it a bug on het island

To activate them, you usually need to do the required thing multipul times to get it active! I don’t think you need to be on the last island but I’m not sure!
