Anyone with braincells would click on the link first before reporting it. They've made this link themselves, so why would they block it? When reporting it for scam, they'll never do it again after doing it once, as they'd notice it's just a troll link.

It's meant to be a joke, and then there's players who will think it's some kind of scam site, hence why they wouldn't click it. Blocking it to prevent this suspicion from ever even arising is the best choice in my opinion.
Besides, if players learned it was a troll link, they'd argue that it's counted as trolling under the current rules.

Like I said: They'd be willing to argue. After all, players would've had their time wasted if they reported that link just to find out that it's just a troll instead of a scam.
Honestly though: why unblock it if it's only going to cause problems?

Reading that message can you not kind of see how you could describe any form of trolling
if it was really that way you could just say the same for any other form of trolling
