On the 5 player teams map for tea party, is it a bannable offense to block someone on your team inside a generator
(E.g using obsidian when they don't have a pick axe)?

Im pretty sure this would be under the category lf trolling/ griefing so yes it is bannable :0

No it would not be, but it would lower your chances of possibly winning the game

What if they hogged reported them then blocked them in the diamond gen room anyway because they deserve it

this is trolling/griefing which with a warning is Bannable
Unless of course you asked them to do it

This definitely bannable.
From the rules:
"EggWars (Team)

• No cross teaming: Do not team with the opposition, even if both your eggs have been destroyed
• No team killing: Don’t use TNT to try and blow up your team etc
• No griefing: Do not break your own teams defences or trap teammates with obsidian
• No skybases (camping): For example if you are at the top of the map, surrounded by lava and pretty much in an unkillable position forcing a stalemate."

You must warn them at least once, and then you are able to record and report them.
