Web [SUGGESTION] Move location of Toggle Light/Dark Mode button

My suggestion is that they add the "Toggle Dark/Light Mode Button" to the top of the forum for easier accessibility. Currently, it's at the bottom like so. Photos will be from my mobile because screenshotting doesn't work right now.
