Java Return the shields to skywars

I propose to return the shields to the skywars chests because the server forces you to be competitive, of course, but the shields served as a counter to the pro player of the server, giving the new ones an opportunity to win more duels apart, it is not so broken because in the loot of the game there are crossbows with perforation that pass through the shield I have no idea why the shields were removed if any staff could give me explanations
