Problem with report system

I feel the report system is just fucked up. Not everyone has the time to open a video recording software to record their game. Moreover the hacker could just leave by then. The report system has a huge problem as I am seeing more and more hackers. At least one every 5 games on eggwars. I have no suggestions at the moment but I would like to hear your opinion on the system.

I wouldn't say it's fucked up, it's actually not that hard to record hackers. I always start my recording software with minsecraft so I just have to press a hotkey to start recording.
It would be nice to have a server side recording, something like the replay mod does, but I think that would be very difficult to implement and I don't know of any server that does this.

1) Please don't swear on the forums.
2) Video evidence is required when reporting hackers as screenshots can easily be forged. Also, players could mistake punch bows or levitation arrows for fly hacks.
3) A recording mod for players to use if impossible to implement on the server (I think).
4) If you have any alternative to the reports system, then feel free to suggest it by making a thread about your idea. Currently, I think the system is practicle and good. Most reports are getting answered within 10 minutes of the players creating the report.
