I would really appreciate if you put some more effort into your suggestion threads, as they usually don't have much of an explanation about what you are trying to suggest. I would also recommend fixing your poll, as someone could vote for yes and no, which pretty much defeats the point of a poll. As for what you are trying to suggest, if I understand it correctly, I don't really like it. Why would only PMs have a sound, and not normal notifications? Even if both did have a sound, I still don't really see a need for it.
