I can’t figure out how to complete this mission. Do I keep upgrading the pigman spawner until it changes to a zombie pigman spawner?

I'm unsure which quest you are talking about, but Pigman and Zombie Pigman are the same

Well I upgraded my pigman spawner to 28 and I didn’t complete the task.

You have to upgrade the spawner in the nether. Otherwise it won’t count.
