It is possible. However, they don't, if your old account is banned/muted or if you don't have a valid reason to do. Also, you will have to prove that you are the owner of the account that currently has the rank.

Not I think that's impossible because THAT would be Half steal , Because I Can I say the same as you and meto one name with vip diamond and ask if they could spend the vip to my other account, I think it is impossible but try talk to the staff at the forum.
