Why is it such a big deal to talk before the game starts? Most of the time you have to wait like 20 seconds. It's not something necessary in my opinion.

It may not be necessary, however (mostly before the party update) when you're in pre-game and want to tell your team to pick a kit it can be usefull. But since the party update, and the /fmsg I wouldn't say it is needed anymore, and could stay as it is.

In that case it shouldnt be exclusive for diamonds

I think that this only will give rise to streamers spamming his youtube link and players saying "who wanna team?". So in my opinion I would keep this permission only for Staff Members, I'm sure that they will use it only when it's necessary. If a non-staff player wants to talk, he just need to wait 10/20 seconds until the game starts.

Since the party system has been released you can already talk before the game will start by using the party chat (/p chat). :)
