I think that Community Managers are actually administrators and secretaries in my opinion are not needed because CubeCraft has Helpers, Mods and Sr.Mods who do that work.

As for secretaries, mods help mods with reports. If we are unsure, we are able to ask for other opinions to reach a justified conclusion.
