Nether Quartz?

Wow, I can't enchant my sword anymore :o

Probably because gaining levels is way too hard because, it should be lvl 35+ (Enchantment before this enchantment was lvl 30)
Maybe gaining nether quartz is hard and the exp levels decreases.
