Mob x spawner level

I'm wondering: is the spawner level same as the mob level it spawns? Say, a level 5 spawner would spawn a level 5 mob?

It can also spawn lower-levels mobs.

Yes and no, toughs are always about 1.5 times the level above level 10 but other then that, yes. Mobs will spawn within 8 levels of the current level (42 can spawn from a 50)
