Is Trapping your enemy in sand in Capture The Flag allowed?

In a match, The Enemy put sand on the spawnpoint, My Team and I can't get out of the sand, Is that allowed?

i think this is in some way kill farming and that is bannable so i think putting enemy in sand isnt allowed
