Hackers are a problem on the server (there are more on 1.8 than on 1.9+) that's exactly why the Developers are working on theur own a-we-some Anti-Cheat, so we must have patience until the Anti-Cheat is released.

You could use these recording programs:
Bandicam
Fraps
OBS (Open Broadcast Software)
Once you've recorded a hacker, upload the video on YouTube (you need to have a YouTube account for this, if you don't have one it's easy to create one) and copy the video URL in your report.
