The first two things I already knew. But, Animal told me that it was better to contact Loony when we were speaking about a player that was in the exact same situation as this player. He was firstly banned by Camezonda for cheating (Like the situation here, firstly banned by a staff member), then he got banned by Sentinel and he came back 1 year later to search for an unban with both his appeal and conversation denied. I told the player to contact the staff manager, but then Animal corrected me that it was Loony. She even asked Tacos and he said: https://imgur.com/a/P2CyudQ

I've had a little chat with Animal now. Sentinel appeals and everything that comes with them is complex and vague, though, she agrees with the procedures I mentioned above. :]

tl;dr: LoonyRules handles alleged false positives, the community staff members deal with I'm sorry appeals.
