How do staff decide what suggestions get added?

    As we all know, just because a suggestion was upvoted unanimously doesn't mean it will ever get added, even if moderators support it. So my question is, how does the staff team decide what suggestions get added?

    If it's useful and has some kind of impact.
    Personally I like the categorize suggestions:
    1). The great no brainer suggestions
    2). The small yet useful suggestions
    3). Controversial suggestions
    4). The stupid "why tf would this be added" suggestions
    I would think that they would only add 1-2 and only 2 if the entire server was about to explode over it (the assassins thing).
    Idk about the ban system, but apparently it works. So

    How popular it is within the community, If Dev's feel they have the time to implement it whilst working on other stuff, if they're able to even do so, ext.
