To become a mod, there are many qualities you must have. You need to be an active member both on the forums and in game. There are quite a few other things you need, but once you show that you are worthy of the rank you could be selected as a mod. Not really.. People aren't automatically friends with the owners. He could develop into that though, it's not really nice to say "you can't"

and it's really hard to become a moderator I recommend becoming a helper.

Well like how i saw it was like you become Helper for a while and if you are active in-game and on the forums and then maybe earn Moderater, but dont expect that if you become Helper that you will become Moderater straight away.
