They don't just give out YouTube ranks because someone claims they have a valid channel.

In the title you mention two accounts? Are they both owned by you (you can only apply for YT rank on an account that you own)?

The first account i can't see any minecraft videos on the server (for YT rank you need at least 4 videos with listed IP's).

The second account does not have 40,000 subs, therefor it won't be accepted: http://prntscr.com/djj1dg
