That assumes moderators are infallible.looks like it, but report it and find out for certain.

But then he won't find out if the player is hacking by reporting him, he'll just get a moderators opinion on it.well i mean they are the big boss they decide whether he gets banneroned

I am assuming no enderpearls or speed potions were used during this video.
It was a red potion, I doubt it.He splashed a bottle on him at the start of the video, most likely that's a speed potion.

I sure don't see any speed particles also I have never seen a pack that has all particles from potions mixed up, the speed particles are probably just running particles.Hmm, it could also be the resource pack, I am not sure. Also, aren't these things at 0:10 speed particles?

Looks like connectivity issues to me.
Agreed. It was like a millisecond, but that still can be lag.Look at the timer in the scoreboard. It counts down at a constant rate until it pauses on 4:23 for noticeably longer, then briefly displays 4:22 which turns to 4:21. This coincides with when your client is notified of the hit (4:22) after the quick lag spike (4:23-4:22). Therefore either you or the server was lagging, so this counts as no evidence against iRakie.
Hurrah for refill timers!
