You'd need to make them 10 gold or more - it's way to OP otherwise, just imagine late game with 128 gold and having 64 levitation arrows. If you execute it well, you can make them fly'n'die. (Make them fly up for 30 seconds and let them fall). Or make them blind forever.
As mentioned above, we have Sentinel, our Anti-Cheat.

Add new arrows for the bow.
Levitation II- 3 seconds of Levitation- Costs 2-3 gold per arrow.
Blindness I- 2 seconds of Blindness- Costs 2 gold per arrow.
Just a small suggestion that mihpght be cool ;)

Maybe at 1.8, the rods are useless in 1.9.
You could also suggest this. :)
To be honest, I play 1.11 most of the time. When I PVP rods/projectiles are really useful. So not only just 1.8
Adding maps is not a simple thing. They always add maps when there is a new game update. Also, you can build a map and submit it.
