I like this, Donators confirming the maps. Perhaps some type of survey when you play a map, where it says:
Did you like this Map?
Yes! No!

In term's of EULA: It's a completely separate server with unreleased maps and gamemodes, for donators only.

You are allowed to charge players to access your server
So long as the fee is the same for all players, you are allowed to charge for access to your server. You are not allowed to split your playerbase into paying, and non-paying users, nor can you restrict gameplay elements to different tiers of player.

I love this idea already, since it get's more people to donate (maybe) and also, as Trickmaster already said, it does not offend the EULA in any way, since it's not actual advantage for anyone

I sorta like this idea, but isn't why we have builders etc.?
Like, if you are trying to build something, then if the donators like a member built map, they would make the builders useless...?
Well, the only maps that would be on the server are ones that have been built by the CCG Builders. It's basically like an entire new CCG server, exactly the same, except the maps used are not released on the actual one yet.

After I posted that I thought it didn't make sense and I guess it doesn't but I do like this idea more than I dislike it. And I remember skygrid there was normally 1-2 people on at a time xD

I like the idea, and I believe that the expense should not be of any complication, although that somewhat depends on the circumstances. I was not around at the time when the Donator lobby/sever was implemented. I think it would be of some interest to me and many others as I can see.
(I guess you can say this is also another way of receiving donations.)
This is just my opinion. :D
