DENIED ban appeal but on the server?

Can anyone tell me why I had got someone banned for illegal modifications, and also got their appeal denied... but still ends up getting back on the server? I go to look his appeal up and “there’s nothing left to appeal.”

If they were banned and they got back on the server and it says that they have nothing left to appeal, this means either the punishment was undone or the appeal was accepted, feel free to contact the mod who accepted your report about it but know they don't have to give you an explenation.
