Creative "shops"

I just wan't this to be forbidden to "banner shops "since "head shops" are forbidden is it maybe smarter to also forbid this to make sure that the lagg doesn't time out creative again.

Some people create 'head shops' or 'banner shops' at which you can 'buy' custom banners and stuff. This also creates a lot of spam.

Why would you even create a head and/or banner shop. I dont get the whole idea of it. Its creative go build something instead of selling.
