Actualy the item enchantment cap is lvl 25.
if you are lvl 25 you will be able to pay experience and lapis for change your enchantments, for example
my lvl 25 sword have sharpness 15, fire aspect 5, and looting 5. if i want more looting i can remove the 5 lvls of fire aspect and add it to looting, this process will cost more lvls and lapis depending of how many enchantments you change but will be much cheaper than watse haundreds of lvls and thousands of lapis just for maxing another sword.
In weapons with high lvl will be a usefull mechanic.
