Sure, you can build any map you like on CCG creative, doesn't mean it will get added though, that gets decided by the builders.
TIP: we have loads of skywars maps created for skywars, try to be different.

Unfortunately, the creative plots aren't big enough to make survival game maps.

To create a Survival Games/Hunger Games map you could buy 4 plots in a square if you know what I mean, then you could build 1 map over all of the four plots, because (If it's good enough of course) the Builders will be able to connect the parts using world Edit ;)
