I do understand where you're coming from, though I don't see why this would be necessary.
It is stated in the rules and as far as I know, it is also a pinned message in the #staff-help channel.
Also, 5-10 minutes would be really spammy, especially when there are not as many questions.

Whenever you get punished it also mentions that when you haven't read the rules, it doesn't exempt you from them. There's also moderators (and helpers/admins) to remind you to not respond to others in #staff-help.

It is not necessary for these kinds of features to exist since they are already mentioned in the rules. People might become annoyed by these kinds of features.

i think two warnings helps a lot with misuse of staff help, its just to remind you its not allowed rather than resorting straight to banning so i think the addition of an extra warning was a good idea and is as far as cube need to go in the prevention of people being punished for breaking this rule

If they were new, then it should be a friendly warning/unofficial punishment, since newcomers might not understand the rules completely

they clearly say u need to read the rules, and not knowing the rules dont make it so they dont have to follow them
