add /report command

I just think reporting on fourlm is to hard for someone or lazy so please add /report command

This has been suggest multiple times before. While this was a feature back in the days, it won't return. The reason why it got removed was due to players abusing it. They /report -ed the player who killed them because they were salty. Also, Cubecraft currently has no plugin that allows them to join started game. That last part is a crucial factor in the /report feature.

This command was too much abused. But i like the idea when you do /report you will get instructions and a link to the Report section.
