Well I'm sure yes. It's kind a logic the owner of a thread decides the topic. When the owner find it off-topic he or she could ask them to stop, if not a staff member can lock the thread.

If anything it is just nonsense
The thread owner could start talking about matrix memes
And then it would be locked
It doesn’t matter who posts it
If it gets off topic from the actual suggestion it is off topic so just stop and just start posting about the flipping suggestion
