We should be able to vote no matter what rank, it's basically a poll tax (In America in the 1900's u had to pay to vote).

I think that everyone should be able to vote for item types in chests, stores, time and stuff like that. They should be able to buy something like a vote machine in the in game store with points.

Maybe it would be nice if you can vote for the theme you have to build. You could do that only Ranks can vote for it, or you could make even stone ranks vote for theme they want to build.
