The answer to this question, is actually rather complicated, depending on the person him-/herself who has a crush, and the person who has this admirer of him/her.
What I would suggest is of course to make a move. Why make a move? How do I make this move? When do I make this move?
- Getting information is always good. Do you have friends/acquaintances (that you trust) or something that could help you out. Ask them to gather information for you about this person. Get updated about what hobbies/interests this person of your liking has.
- If you're shy, of course you'll have problems doing that, then you can just ask a friend. No friends? (no offence). You could just set up a "coincidence meeting" you know. You bump into that person and you're like: "WHOAH WHAT A COINCIDENCE!". WARNING: Don't start a conversation with that as it may lead to suspicions. You don't want your crush to find out your top secret masterplan, right? A good starter would be to just apologise*, maybe like "Oh, I'm sorry. *short silence* Hello btw" and follow up with an introduction. That or you could go for a more aggresive approach and ask the person to apologise* to you instead. (Not recommended).
- If you ever see this person in need of help, or in trouble. Maybe some evil super villains are attacking him/her and you wanna be the number one. You could always offer your aid. This is just an option and I know that there is a chance that this crush of yours already has a helping hand (which will of course make this oppurtunity a lot harder to use).
- Timing is very important, these things I just mentioned needs good timing. I mean like, you can't just bump into someone mid-class/work/[insert freetime activity here] and be like "OH WHAT A COINCIDENCE" and hope that they'll believe it. Nonono. That'll just make it awkward, and it might even decrease your chance of getting to know your crush. Your crush might even see you as some scary bully always trying to bother her or something.
