So was going through some Skywars leaderboards(bedrock), and saw that some people's skins on their profile where replaced with a light blue skin, with white outlines and a white question mark in the middle.
I've seen this quite a few times, and have assumed that they're people that haven't played in a certain amount of time. For example one of my friend's accounts stopped working, and he had to get a new one. His skin got replaced by the blue question mark one. This also happened to ranked player L3natic after she quit.
