This is not a bug because the translator is not yet available in Bedrock, it has just been released in Java.

When I sent a chat, it said there was an error. I reported it in a Discord about 4 hours ago, so I think it will be fixed soon.

This is probably a spam prevention mod, but it's reversed and is blocking things other than spam.
